The objective of the Plant Pest & Biological Control Permit Program is to protect Wisconsin's agriculture and environment from the threat of new and injurious plant pests, diseases, and biological control agents by conducting risk assessments and issuing permits to allow the movement of such organisms into or within the state only where such threats can be contained or avoided. The import, movement, or release of plant pests and biocontrol organisms is regulated under s. 94.03(1), Stats. ATCP 21.04, Wis. Adm. Code.
Requirements Responsibility for obtaining an appropriate permit belongs to the Wisconsin resident who will be the recipient of the organism(s). Though not required in most cases, facility inspections may be conducted prior to issuance of a permit. Any organism that has not been previously approved for release must undergo a risk assessment. Persons interested in releasing a plant pest or biological control organisms are urged to apply for the appropriate permit well in advance of the planned release date. Currently, the average time for USDA to issue a permit is 80 days (50 if submitted electronically). The permits below are available to be submitted online or printed out and mailed/faxed in. Additional information relating to specific plants or plant products is also included.
